I met with Steve today and discussed the annual TIF reports we submit to the Missouri DED. Most of the information in the reports stay the same year-to-year (contact info., ordinance approving TIF, description of project area, etc.), except for the revenues and financial information which the Treasurer needs to input. Additionally, there's information we need to gather from River North Development (for the Parkville Commons) and TUF Flight Industries (for the Parkville Marketplace) including:

· # of new businesses

· # of new jobs

· Amount paid on debt

· Assessed valuation added

I e-mailed Kelly Yulich today and she will have Paul Grigsby update the numbers for us for the Commons in 2015. Because no final site plan / development plan has been approved by the City for the Marketplace, we do not need to e-mail Pat Kelly until then because these numbers will continue to stay as they are. Steve usually submits the annual reports via mail; however, Missouri DED is switching over to an online electronic submission format. Steve will pass along the username & password info. to me before he retires so I can submit them in the future (I have an annual reminder set on my calendar for the November 15th deadline). We plan to submit annual reports for the Parkville Commons (2015) and Parkville Marketplace (2 008-xxxx ; and include the letter described in the legal memo). Let us know if you have any questions.

We need to submit annual TIF reports to the state for our TIF districts by November 15 of each year. I admit this is not something I have monitored closely in the past. Steve Berg confirmed this morning that he has been submitting the annual reports for the Parkville Commons TIF. I asked him to provide copies to Melissa for our official TIF records.

Historically we didn't complete a report for the Market Place TIF because of the lack of activity. In fact, apparently we tried to submit prior reports only to be rejected by DED since there is not an approved TIF Plan. In 2013, legal recommended that we submit all current and back reports to DED with an explanation about our prior failed attempts. I thought Sean handled this, but I couldn't find anything to confirm in our records. Will you ask Shakedra to do some digging and see if she finds anything in CD's files? If not, we'll need to submit the back reports along with the letter described in the legal memo.

Will you put this on your radar to complete for 2016 and beyond? With Steve's retirement next month, it make sense for CD to take this over for both (and future) TIFs. If that's infeasible for any reason, I trust you and Steve will let me know. I suggest you visit with him to get a handle on how he has approached the report in the past. Also surf through the TIF files on the shared drive. There is some correspondence from Sean dating back to 2009 and earlier related to these reports.
