I want to confirm that I received the updated POTMCID roster from Carol Kuhns on July 9. Thanks for getting that to me after the original request in March and several subsequent follow up requests.

After reviewing the roster, I must remind you of the Mayor's letter to the POTMCID dated January 29, 2015. The successor directors with terms expiring 6/2018 were not properly approved by the Mayor and Board of Aldermen. Therefore, any votes casts or business conducted by these members are invalid. I encourage you to work with the POTMCID Board to remedy this situation at the earliest opportunity.

Four members should be appointed for the terms expiring in 2018. It appears that Mark Bentley was re-assigned from a resident position to a business operator position to complete a vacant term ending in 2016. Therefore, Ken Wilson should have been appointed as an interim director to complete the remainder of the resident term vacated by Mark Bentley when Mr. Bentley was re-assigned to a business operator vacancy. Instead, Mr. Wilson is listed in a new four-year term ending in 2018, thus altering the staggering of terms established in the original petition. The City would like clarification of the Board's intent and how it complies with the requirements regarding terms in both the petition and the bylaws.

Finally, please let me know both the official address to send future correspondence and the official manner the POTMCID is using to notice meetings and other public announcements. As you know, the City had some difficulty in the past exchanging correspondence with the POTMCID due to confusion over addressing. In March, the POTMCID committed to establishing a post office box as a convenient central location to receive public correspondence. When you and I last spoke on July 8, you told me that a post office box was not set up and that you did not know the correct address for correspondence, but that you would find out. I'm still waiting to hear. In the meantime, this email is addressed to you with cc's to the other Board members (to the email addresses the City has on file). I also cc'ed the Mayor and Board of Aldermen for their information. Please let me know if the POTMCID Board has selected a new secretary, and I will send correspondence to him/her in the future.

Please also let me know where/how you are posting meeting notices and cancellations. In March, the POTMCID announced that it would maintain a regular meeting time at 9:00 a.m. on the 2nd Thursday of every other month, beginning in May. A meeting was not held at that time in either May or July. A meeting noticed as the annual meeting was held in June, but there was no mention of altering subsequent meeting times. In late May, I emailed you to request time on the July meeting agenda to update the POTMCID Board on the Route 9 Corridor Study. You responded right away and approved the request, so I scheduled the consultants and directed them to prepare a presentation. After I emailed to confirm, you responded (two days before the scheduled meeting) and told me that the CID Board would not meet. The City Clerk did not receive notices of meeting cancellations for May or July. I have not received a response to my inquiry about whether or not the July meeting will be rescheduled.

In March, the POTMCID committed to set up a website for posting meeting notices, agendas, minutes, etc. If that has happened, please share the web link. If not, please let me know how the City can stay abreast of official postings from the POTMCID. The City has been criticized in the past for failing to attend meetings or to engage with POTMCID business. We are doing our best to stay engaged, but we need help to make sure that we're not missing critical information.
