I am pleased to announce that the City won its first ever GFOA Distinguished Budget Presentation Award for the 2016 Operating Budget and 2016 - 2021 Capital Improvement Program (see attached). This is considered the gold medal of public budgeting. Only 29 municipalities in Missouri won the award in 2015 (we have not seen the complete list of 2016 winners yet). I am so proud of our staff and elected officials for this achievement. Those of you who have been on the Board for some time may remember that the City did not even have a budget document for FY2013. The ``numbers were adopted, but there was never a completed document for publication. To go from nothing to an award-winning budget in three years is remarkable.
The budget is a major team effort each year assisted by every department. I want to specifically recognize Finance/HR Director Matthew Chapman and Treasurer Steve Berg for their leadership in the process; but it was Tim Blakeslee who did most of the heavy lifting to compile the final report and prepare the award application. Way to go, Tim!
We will prepare a press release and schedule this for a presentation at an upcoming BOA meeting to formally present the award plaque. More valuable than the trophy, the award comes with scores and comments from our peer reviewers to help us learn and make improvements for next year and beyond. Staff will review that feedback closely as we prepare for the 2017 budget process.
