Subject: 9 Highway CID - Monday Mid-Day Progress Update

9 Highway CID Working Group,

Thank you again to everyone for going out this weekend and helping collecting signatures from property owners for the 9 Highway CID petition! As of mid-day today, here's where we're at as far as signed petitions collected and returned to our City Clerk:

Business

Assessed Value

Platte Valley Bank

$510,720

Northland Auto

$47,687

Animal Clinic of Platte County

$84,448

Mid-Continent Public Library

$0

ADH Hitch

$161,970

Heritage Landscape / Farmers Insurance

$65,216

Total - 6 owners

$870,041 (17% of total assessed value)

Our goal is to have signatures from at least 16 of the 30 property owners, and greater than 50% of the total assessed valuation ($5,034,957) which amounts to $2,517,478.50. We're still confident we can reach this goal by November 10th. Some of the remaining businesses we have yet to receive signatures back from are:

Likely to Commit

· QuikTrip

· Bank Liberty

· River North Development

· City of Parkville

· Parkville Commons, West Side of Lewis St. (meeting with the Mancusos tomorrow morning)

· Global Orphan Project

· Walnut Grove Cemetery

· Dentist/Real Estate Office (Datmab Properties, LLC)

· Gauthier Chiropractic

· Parkville Athletic Complex

Not Sure

· Fellowship of Grace

· Minit Mart Phillips 66

· Gomer's

· Watson's Shell Rapid Lube

· Sonic

· CarQuest

· Kwik Kar Wash & Detail

· Lake Pointe Professional Center

· YMCA Community Center

· Don Julian by Riss Lake

· Riss Lake Entrance

Not Likely to Commit

· NE corner of 62nd & 9 Hwy (residential)

· Marshall Dental Building

If we only receive signed petitions back from those on the ``Likely to Commit list, we'll reach our 50% goal for the number of owners; however, our total assessed valuation will be at $2,371,670 which is under our 50% goal by $145,809. Thus, it's important to reach out to all the property owners throughout the district. Please let myself and Melissa McChesney know when you've acquired notarized signatures from the property owners and we'll continue tracking progress on our list. Thank you!

Subject: 9 Highway CID Packets Ready
Importance: High

9 Highway CID Working Group,

The petition packets are complete and ready to be picked up at Parkville City Hall. Attached is an example of the information provided in each packet for your reference. Each packet also includes two signature pages for the property owner(s) to sign. If there is only one property owner you can return the second signature page to me when you return the signature page(s).

If you need assistance with a notary, I will be available to attend your meetings with property owners to notarize the signature page during the visit. Please let me know what dates and times you have meetings scheduled with your assigned property owners if you need a notary. I am available Monday through Friday, 8 a.m. to 5 p.m., but will be unavailable during my lunch break from 1-2 p.m. (If needed, I can change my lunch time if it's the only time available for a meeting).

The packets can be picked up at City Hall Monday-Friday, 8 a.m. to 5 p.m. Please ask for me at the reception desk and I will provide you with your packets. The deadline to return packets is Tuesday, November 8, 2016, by 4:00 p.m.

If you have any questions, please let me or Community Development Director Stephen Lachky know.

Subject: 9 Highway CID Update

9 Highway CID Working Group,

We are still on track to begin collecting signatures next month. The petition and legal description are ready to go, but our staff is going to double check the assessed valuations, acreage, and owner names before we go to print. The city clerk is preparing a packet for each property with the petition and signature page. We will be in touch next week to distribute those to the respective committee members assigned to each property. The latest progress list is attached. All of the petitions will need to be notarized. We have two notaries on staff at city hall who can assist as needed.

If all of the signatures come back and the petition can be submitted on or before Thursday, November 10, 2016, we could stay on schedule to begin collecting revenues in the 3rd quarter (July 1, 2017). I think that is highly unlikely, which pushes everything to the last quarter of 2017 (October 1, 2017). The latest date to get a petition in to start 2017 4th quarter collections is January 31, 2017. That gives the group a nice cushion with the holiday approaching.

Thanks for all your continued help and support. Let me know if you have questions.

Thanks,

Lauren
